Life License Qualification Program (LLQP)
General Questions & Answers

The following questions and answers are being posted as they are of value in clarifying specific issues pertaining to implementation of the LLQP.

1.  Where there are two levels of life licence and Level I agents are required to progress to Level II, must Level I agents take the LLQP course and pass the LLQP exam in order to become a Level II agent?

Answer: There is a transition where Level I agents will be able to write the Level II exam in order to meet the proficiency standard of a fully qualified agent.

2. Will existing Level II agents be grandfathered?

Answer: Yes

3. Is there a cut-off date, after which a person wanting to become an agent will no longer be able to take the Level I life agent exam and will need to take the life licence qualification program?

Answer: The Level I life exam is no longer be available.

4. Is there any minimum number of hours of study required to complete the LLQP?

Answer: No.  Originally, it was proposed that the LLQP course be available through classroom study only and that there be a minimum number of hours of classroom study.  This is no longer the case.  The LLQP course may be taken by correspondence, over the Internet or in a classroom setting.  Each Course Provider must certify that the student has successfully completed the course.  However, there is no study time requirement as part of this certification.

5. Are there any changes in regard to equivalencies that would qualify a person for a licence without the need to pass the licensing exam?

Answer: Although there will be no change in the policy of granting equivalency, the LLQP is a different program than the previous requirements. Consequently there will be an assessment of equivalency.

6. Is there a cut-off date, after which the Level II exam will not be available?

Answer: This will be determined on a jurisdiction by jurisdiction basis. Although there could an earlier cut-off date, the maximum length of time that the Level II exam could be available is four years from the date that the LLQP becomes mandatory in a jurisdiction.

7. I have other questions about life agent licensing, who can I contact?

Answer: Please see the Life Agent Licensing Regulatory Authorities contact list.
